[Keyboard] ProjectKB Alice rev2 (#8718)

* Add revision 1 and revision 2 to ProjectKB Alice PCB

* Swap SLEEP LED to no

* Basic root rules.mk

* Apply suggestions from code review

* Update keyboards/projectkb/alice/rules.mk
