Add a new keyboard Halberd (#5874)

* Add a new keyboard Halberd.

* Update default keymap and add new keymap.

* Use pragma once.

* Comment out IS_COMMAND macro.

* Remove unnecessary backslashes.

* Remove dead code.

* Change layer defines to enum.

* Remove DISABLE_JTAG definition.

* Change BOOTMAGIC_ENABLE to "lite".

* Remove unnecessary line.
