Set proper AVR part for USBasp avrdude flashing (#7552)

* Set proper AVR part for USBasp avrdude flashing

* Remove `PROGRAM_CMD` stuff from rules.mk as they should not be needed anymore

* Missed the Plaid readme

* Remove PROGRAM_CMD from Mysterium
