Remove redundant, language-specific aliases for KC_ALGR (#4720)

* Use standard KC_ALGR, remove language-specific redefinitions

* Use ALGR instead of ALTGR in BÉPO and Canadian multilingual keymaps

* Remove BE_LALT, BE_LGUI aliases
